A bill introduced by the Turnbill Government in 2017 would have categorised issues-based campaigns as “electoral matters” that attract the higher transparency measures. The revised bill, passed in the Senate on November 15, removes this definition.

The change came following a year-long campaign by charities to remove provisions that they believed would have stifled public advocacy by themselves and other community groups. The previous version of the Electoral Funding and Disclosure Reform Bill would have prevented many groups from receiving international philanthropy for public interest work. Third Sector warns that charities are still at risk of funding cuts for being critical of government.
